News&Topics「モギコクレン」〜議場を一番歩き回った私Model United Nations ?2年Z1組 照井 秀星Shusei Terui : Student 私は内野澤君と11月12日~13日の2日間にわたって行われた「第10回全日本高校模擬国連大会」に参加した。 これからの文章は、多少難しい言葉が頻繁に使われている。軽く読みたいと思っている方は序盤をすっ飛ばして読むことをお勧めする。 第10回全日本高校国連大会。今大会は「国連安全保障の文脈における情報及び電気通信分野の進歩(Development in the field of information and telecommunications in the context of international security)」という議題のもと行われた。 「模擬国連」は何をする場所なのか。皆さんが最初の持つ疑問だと思う。それを説明するには、まず国連が何をする場所なのか説明しなければならない。しかし、その点に対して議論するのはいささか面倒なので「自国の利益をより大きくするための国際協力関係を構築し決議を採択する」と簡単に流しましょう。すると「模擬国連」は「自国(=事前に割り振られた担当国)の国益を考え議論、交渉し決議を採択する」ことが目的として挙げられます。多分、その解釈でも違いないと思う。 この大会に参加するうえで参加する高校生は皆「自国の現状や立場を加味し、自国や国益等を本質的に理解すること」が求められた。そのために、多くの国連文書や、今回の議題に関する資料を読む必要があり、私たちも担当国であった“EGYPT”に関する資料を大会準備の期間で、英語、日本語、合わせて1000ページ近くの資料を読んだ。EGYPTのサイバー分野に関しての知識は、そこらの大人より持ち合わせている自信がある。 私たちが今大会に出場するのは岩手県で4年ぶり2校目の出場だったため、新聞に取り上げていただいたりして嬉しい限りだった。しかし、裏を返すと身の回りにある「模擬国連」の情報は少ないわけで、模擬国連研究会、部やこのような活動をしている人たちと比べると、ガチな初心者だったのですが、その分、できる限りリサーチに力を入れたおかげか、わりかし積極的に動き回れたので安心した。 会議中は英語でのやり取りも必要になる。会議は大きく分けて“Moderated Caucus”と”Unmoderated Caucus” の2つに分かれているのですが前者は、ほぼすべて英語での会議であった。最初は勿論何を言っているのか理解できなかった。しかし、個人的に落ち着いて会議の流れも見られるようになると、不思議と分るものでした。 会議は主にサイバー空間における、情報統制と表現の自由のバランスについてConsensusを目指していく形であった。担当国である“EGYPT”は情報統制を必要とする立場で、似たような考えを持つTUNISIA大使をはじめとする「アラブの春」を経験した国などをメインに小グループを形成し、他グループと交渉し合意形成をはかった。最終的に欧米諸国を中心とした「表I participated, with another classmate, in the “10th All-Japan Model United Nations for High School Students” on November 12 and 13. Please feel free to skip it over it and just read the latter part of it if you wish.The theme of this year’s Model United Nations was “Developments in the field of information and telecommunications in the context of international security”. What do students do at a “Model United Nations”? I think that everyone wonders about this at rst. It order to explain this, it is rst necessary to explain what they do at the real United Nations. Simply stated, the United Nations is a place where “countries build cooperative relations with other countries and adopt resolutions, in order to benet their own country”. Thus, the objective of the Model United Nations is to “think about potential benets to the country which one is assigned to, and to negotiate and pass resolutions to do so”. I think that this interpretation is correct.The high school students at this event need to “understand the current situation and standing of their assigned country and what it needs to gain”. In order to do this, students need to read many United Nations documents and materials concerning the topic to be discussed. Our group was assigned Egypt, and we read almost 1,000 pages in English and Japanese about Egypt, before the event. I am condent that I know more about the use of the internet in Egypt than most adults.Our school was the second school in Iwate to participate in this event. I was so happy that the newspaper covered our participation in the event. However, compared with students from other schools which have Model United Nations discussion groups, I was a complete beginner with little information around me about the Model United Nations. To make up for this, I did as much research as I could.The event was conducted in English. There were two parts to the event – “Moderated Caucus” and “Unmoderated Caucus” – and the former was conducted almost completely in English. At rst, of course, I was not able to understand what was being said. However, once I was able to relax and see the ow of the event, I was able to understand somehow.The objective of the discussion was to achieve a consensus about the balance between control of information and freedom of expression on the internet. My group – Egypt – was assigned the side of control of information. We formed a small group with other countries on the same side – Tunisia and other countries where “Arab Spring” occurred – and we tried to get other countries to join us. In the end, developed nations such as the U.S. formed a “freedom of expression” group, and developing EXCELSIOR vol.18147
