News&Topics現の自由重視グループ」と発展途上国を中心とした「情報統制必要グループ」の２つのグループにコンバインされ、両グループが決議案を提出した。結果、Roll-Call Voteにより投票が行われ、どちらの決議案も承認された（通常の国連であればこれらの決議案は次の委員会に回される）。　会議中、私は、多くのチームがグループの中心になろうとしていて、グループ内で意見がまとまらなくなっているのを何度か目撃した（自グループは平和だった）、当然、賞をとり世界大会に行く一番の近道は自らがグループの中心になって会議の中で重要な位置にいることである。しかし、全員がリーダーをやろうとしてしまっては、グループや会議がまとまるはずがない。だからこそ、「良きリーダー」は必要であるが、その素質を持っている人が複数人いる場合は「良きフォロワー」になれる柔軟な人が必要であると感じた。　やはり、世界大会に行く３チームを見ると、話す、聞く、まとめる力にたけているチームであったと思う。　そんな中、私は何をしたのかというと、グループ間交渉に重きを置き、自グループのトップとボトムを明確にして、他グループとの共通点や差異を洗い出し交渉してコンバインを目指す。ということをした。それは私自身、英語はめっぽう弱く、それに周りには英検一級やTOEIC満点の子たちがわんさかいたので英語での資料作成は任せ、関西、関東には模擬国連部や模擬国連の練習会なるものがあるため場数を踏んでいる人に、草案作りを任せた。そうすると私にできるのはフットワークを軽くして交渉し回るしか残されていなかった。でも、自分なりによく頑張っていたと思う。うん。議場の中で一番歩き回った気がする。　この大会を通して多くのことを経験し、感じ、学んだ。全て書きたいが、全部書くと膨大な量になってしまうため、少しだけ書く。まず、私たちの手に入ってくる情報は自分たちの良いように編集され、捉えられていることだ。サイバー空間上の情報について、日本は表現の自由を尊重したい側である。そのため、ニュースでは中東や中国、露などが情報を統制しようとすると、悪者みたいに報道されることがある。しかし、それらの国は自国の経済発展等を考えたうえでそのような行動をとっているだけで、他国への攻撃を第一に考えたものではない。自分たち（日本、欧米諸国）と違う行動をとる国を必要以上に非難する報道。そのような報道に慣れてしまった私たちの感性は偏ってきてしまっていると感じた。　また、知識があり、行動力、発信力を持ち合わせている多くの同世代の人たちと交流できたことで、正直、岩手の高校生の（自分を含む）レベルが低いということを痛感した。やはり、あの高いレベルでの交渉や話し合いは、滅多にないほど面白く、有意義な時間だった。うまく言葉にすることはできないが、この高揚感なるものはぜひ多くの人に感じてもらいたい。だからこそ、この経験を自分だけのものにするのではなく、これからの学校生活や活動に還元していくつもりだ。そして、続く後輩がどんどん出てほしい。nations formed a “control of information” group. Each group submitted proposed resolutions. The students voted on the resolutions by roll-call, and both resolutions were adopted. (In the real United Nations, these proposed resolutions then go to committees.)During the event, I observed that many of the teams were trying to be at the center of their group and there were many arguments (our group was peaceful). Naturally, the quickest way to win the Japanese competition and go to the world competition is to have one’s team be at the head of a group. However, not every team can lead a group. I felt that it was necessary to have exible followers as well as good leaders when there are several good potential leaders. The 3 teams that will go to the world competition excelled at looking, speaking, listening, and summarizing. My role was to negotiate with other groups. I looked for things we had in common with other groups, as well as for differences, and worked to form alliances. Compared with my poor English, many of the students at the event had passed level 1 of the Japanese English exam (“Eiken”) and had perfect scores on TOEIC, so we asked these students to prepare the materials. In addition, we asked students who had Model United Nations clubs or practice sessions at their school to write the drafts of the speeches. The only thing left for me to do was to walk around and negotiate with other groups. However, I think that I did a good job.I experienced, felt, and learned many things by participating in this event. There are too many things to write about, so I will just write about a few. First, I think that the information that we receive is edited in a way which is benecial to us. In regard to information on the internet, Japan values freedom of expression. As a result, when countries in the Middle East, China, and Russia do something to control information on the internet, they are portrayed as bad countries. However, these countries are taking this course of action to develop their economies and for other reasons, and not primarily for the purpose of attacking other countries. The news in Japan is too critical of countries who take different actions from Japan and the West. I feel that our understanding of the world is unbalanced because we are used to this type of reporting.In addition, it was painful to realize that the academic level of students from Iwate (including myself) is lower than that of the other students our age whom we interacted with, in terms of knowledge, ability to act, and ability to communicate. The type of high-level negotiation and discussion we had at the event was so interesting, and our time there was meaningful. I can’t express well how I feel using words, but I want many other people to feel the same high spirits that I feel. I want to share my experience with others at my school, and not just keep what I learned to myself. I also want many students in future years to participate in this event.EXCELSIOR vol.18148
