巻頭言GREETINGOver five years have passed since the big earthquake and tsunami hit Iwate. The people on the coast of Iwate have been working to rebuild the area, with the support of people throughout Japan and from abroad. In October of this year, the National Sports Competition was held in Iwate to help revitalize the area. It has been 46 years since the last National Sports Competition was held in Iwate, and having it here again was a good opportunity to thank everyone for their support in rebuilding Iwate.The 18th Chuo International Education Forum was held on Sunday, August 28. It was a great success, thanks to the students, teachers, and administrators from our sister schools who attended it, as well as to the support of the Japanese Foreign Ministry and the Embassies of the countries represented, and equally thanks to the cooperation of the Iwate and Morioka Boards of Education. I would like to thank everyone involved for all that they did to make the Forum a great success.As you may know, the Forum has been held every year since 1999, as part of Morioka Chuo High School’s International Education Program. e theme of this year’s Forum was again “Creating a Sustainable Society”. e students worked on four topics – Disaster Prevention, Ecotourism, World Heritage and Cultural Resource Management, and Renewable Energy. ey discussed these issues and came up with concrete plans about what action they can take. e students from various countries who gathered at the Forum, talked with each other about their dreams and hopes, proactively learned together as a group, and came to understand each other. I hope that, as a result, many new friendships were formed, and that the students have become global citizens, who will be able to build a better world.There are many sudden changes in society these days – including globalization, a move to an information-based society, and aging populations, and the Japanese Ministry of Education is working to create an educational system in Japan which produces students who can succeed in today’s globalized world. Students in Japan need creativity and a willingness to try 　あの東日本大震災から5年余りが過ぎました。復興への道のりはまだまだですが、県内外や世界各国から復興をご支援いただいている皆様に感謝を込め、一日も早く希望と輝きを取り戻すことができるような「ふるさと岩手・三陸の創造の実現」を目指して、力強く取り組んでいるところです。特に、昨年10月に「東日本大震災復興の架け橋」として「広げよう感動・伝えよう感謝」のスローガンのもと「希望郷いわて国体・希望郷いわて大会」（第71回国民体育大会・第16回全国障害者スポーツ大会）が開催されました。岩手県での国民体育大会は46年ぶりで半世紀に一度の祭典で復興に向かって前進する姿、国内外から寄せられた多くのご支援への感謝を示す「復興国体」として表すことができたものと思います。　このような年に「第18回ＣＨＵＯ国際教育フォーラム」が8月28日（日）に開催され、成功裏に終えることができましたことは、ご参加いただきました海外16校の姉妹校をはじめとする関係者の皆様、並びにご後援をいただきました外務省や海外の国、地域の大使館、そして岩手県、盛岡市両教育委員会のご協力のお蔭によるものと衷心より感謝いたしております。　ご承知のとおり、このフォーラムは本校が推進してまいりました「グローバル人材育成教育事業」の一つで、1999年から毎年生徒を中心とした実行委員会が中心となって開催しているものです。今年のテーマは昨年に引き続き「Creating a Sustainable Society：持続可能な世界を作ろう」というテーマといたしました。これは持続可能な将来が実現できるような地球規模の諸問題として「防災」「エコツーリズム」「世界遺産・文化財保護」「新エネルギー」の4分野について、各国姉妹校の自国が直面している現状・課題を捉え、問題解決にあたっては国境を越えての協力・協調によって、それらの課題の解決につながる新たな価値観や行動を生み出していこうと設定したものです。その意味からも、各国からご参加いただきました皆様と共に、このフォーラムを通して共に夢や志を語り、主体的・協働的に学び行動するための能力や態度を育むことによって、彼らが世界規模で活躍できるグローバル人材を目指していくことを期待しています。　　さて、グローバル化や知識基盤社会の到来、少子高齢化の進展など社会が急速な変化を遂げている中、文部科学省では国際的な視野を持ったグローバル人材を育成するためいろいろな教育の充実に取り組んでいます。　特に、グローバル化が進行する社会において求められる力として、未来への飛躍を担うための創造性やチャレンジ精神、強い意志を盛岡中央高等学校　校長　富 澤 正 一Masaichi TomisawaPrincipal of Morioka Chuo High School グローバル化にともなうグローバル人材育成に向けた教育Educating Students who can Succeed inToday’s Globalized WorldEXCELSIOR vol.186
