挨　拶The 20th Chuo International Education ForumKenji ChibaPrincipal of Morioka Chuo High School第20回CHUO国際教育フォーラムを迎えて盛岡中央高等学校・附属中学校　校長　千葉　研二GREETINGS　　On August 30, 2018, we held a special 20th Anniversary Forum at the Morioka Civic cultural Hall, Malios building near Morioka Station. It was a great honor for me to serve as the principal of Morioka Chuo High School on this occasion. 　　Approximately 100 teachers and students from schools in 17 countries and regions and from Japan participated in this year’s forum. I would like to thank everyone who took time out of their busy schedule to attend this event. There were two special things at this year’s forum: we held our school festival during it, and students from our new junior high school participated in the forum for the first time. In addition, we had a discussion about educational issues, led by Toshiaki Komatsu, a professor at Tokyo University of Marine Science and Technology. I believe that the participants at the forum learned many valuable things at it.　　The rst forum was held on October 4 and 5, 1999. The theme was “We are the Leaders of the 21st Century”, and it was attended by students from the United States, Australia, Canada, China, Vietnam, Malaysia, South Africa, Russia, and New Zealand. It was something brand new, so everything was a process of trial and error. I respect the courage of the people who decided to hold this rst forum. Since then, we have invited more and more sister schools to attend the event and have increased its scale. We have also sought to improve the content of the forum. I would like to take this occasion to thank everyone from overseas and Japan who has helped us and given us advice over the years.　　Inazo Nitobe was a man from Iwate who was the Under-Secretay General of the League of Nations in the past. He said, “I want to be a bridge across the Pacific”, and spoke of three major ideas:1.　People can be friends even if they live in different places and speak different languages. Making new friends is the best part about being human.2.　Action is more important than learning, and3.　Hold no ill will against anyone. Instead, love all people.　　I always tell our students to look at everything by themselves and to ascertain everything by themselves. Interacting with people from other cultures helps one break out of one’s shell and become more proactive and assertive. I think that students who have the flexibility to adapt to and understand various countries and cultures, and minds and the ability to create new paths in the world, will become true global leaders. I hope that the Chuo International Education Forum will continue to give students an opportunity to respect others, to become true friends, and to work together for world peace, as Inazo Nitobe wanted.　2018年8月30日に盛岡市民文化ホール（マリオス）で開催されましたCHUO国際教育フォーラムは記念すべき第20回目の開催となりました。この節目の開催に校長として立ち会えたことはこの上ない光栄であり名誉であります。　本年は岡山学芸館高校、沖縄尚学高校の国内2校を含め17の国と地域から先生と生徒合わせて約100名の参加をいただきました。お忙しいスケジュールの中、ここ盛岡にお集まりいただき厚く感謝申上げます。記念フォーラムとして、例年に加えて、生徒交流の一層の活性化を図るために文化祭（昇龍祭）の開催、そして本年開校したばかりの附属中学校の生徒の参加も計画いたしました。また、東京海洋大学教授・小松俊明先生のファシリテートによる教員交流も新たに取り組みました。反省点は多々ありますが、参加した一人ひとりがそれぞれに得がたいものを手にしたのではないかと思っております。　過去の歴史を紐解きますと、記念すべき第1回は1999年10月4日、5日に「21世紀を生きる私たち」をテーマに、米国、オーストラリア、カナダ、中国、ベトナム、マレーシア、南アフリカ、ロシア、ニュージーランドからの招待生の参加のもと、岩手県民会館で開催されております。まさに手探りの開催であったと聞いております。開催の英断に改めて敬意を表するものです。爾来、国際姉妹校の増加とともに、年々その規模も拡大し、現在の一大イベントに成長して参りました。また、フォーラムの内容についても反省を生かしながら改善と工夫を図って参りました。ここに至るまでには、国内外の多くの方々のご協力、ご指導、ご助言があったればこそと改めて感謝申し上げます。　「われ太平洋の橋とならん」の言葉を残した岩手が生んだ国際人、国際連盟事務局次長・新渡戸稲造の基本精神は、三つあります。「生活環境や言葉が違っても心が通えば友。心の通じ合う人と出会うことが人間の一番の楽しみ」「学問より実行」の重視「何人にも悪意を抱かず、すべての人に慈愛を持って接する」。　私は生徒諸君には常々「何事も、自分の目で見て、自分で確かめよ」と話しています。外国の文化や生活に触れ、その国の人たちと交流を持つ経験は、自分の殻を破るきっかけとなり主体的、積極的にさせてくれます。様々な国や地域において、その環境や文化に適応し受け入れることのできる柔軟性を持ち、新たな道を切り開いていける意思と能力を有した人間が、真のグローバルリーダーに成長していくものと思います。CHUO国際教育フォーラムが、新渡戸の基本精神のもと、お互いが尊敬し合える真の友となり、国際平和へ向かって手を携える契機となることを願ってやみません。EXCELSIOR vol.20 ◆ CHUO国際教育フォーラム20回記念号105
