CHUO国際教育フォーラム、次なる20年に向けてThe Next 20 Years of the CHUO International Education Forum東京海洋大学 グローバル教育研究推進機構 教授　小松　俊明Toshiaki KomatsuProfessor at Tokyo University of Marine Science and TechnologyContribution寄 稿　　The Chuo International Education Forum started in 1998, the same year as Google, which later swept over the world with its internet search engine. The two classmates from Stanford University who established this company set up a slogan which shows the company’s business mission - “Google's mission is to organize the world's information and make it universally accessible and useful.” This sounds like a wild ambition, but they were able to make this goal a reality.　　The Asian Financial Crisis, which started in 1997, resulted in negative economic growth in 5 Asian countries in 1998. I was living in the Malaysian capital of Kuala Lumpur at the time, and I clearly remember the effects of the currency crisis. In Japan at this time, the Bank of Japan lowered its benchmark interest rate, and the yen strengthened rapidly. Then Japan’s Long-Term Credit Bank went bankrupt, and Japan entered a dif cult period nancially. It was the troubling period later called Japan’s Lost Decades. 　　The CHUO International Education Forum started in the midst of the above- mentioned chaotic era. Morioka Chuo High School in the city of Morioka – “mori as in rising prosperity and oka as in hill” – in the northeastern corner of Japan took the initiative to create a program to prepare young people for a rapidly globalizing world. Do you not feel excited when you think about this aspiration? In the 20 years during which Morioka Chuo has walked beside Google, Morioka Chuo has implemented many educational reforms and sent out outstanding new graduates into the world. The fresh 18-year-old graduates from that time will soon turn 40. The young people who attended the rst forum are now certainly being active on the global stage and being of service in society. It is not just the students but also the teachers who started their careers in 1998 who are now veteran teachers in their 40s, and are certainly playing leadership roles in the eld of education in Iwate and in Japan. 　　Education gives people dreams. It may have been a lost 20 years in Japan economically, but nothing was lost in the decades of educating people in “the hill of rising prosperity”. Now is the time to think about the next 20 years of the forum. The forum attracts teachers and students from 20 countries on 5 continents. Why not make changes to the content of the forum? It will be dif cult to do the same thing at the forum for the next 20 years - as has been done in the last 20 years - as the high school is likely to run out of new ideas. Whilst We can appreciate the successes of the past 20 years, we should not focus our attention on the next 20 years to come. I am looking forward to seeing the next 20 years, the second phase of the CHUO International Education Forum.　CHUO国際教育フォーラムが始まった1998年、時を同じくして後に世界を席捲した検索エンジンを開発した米国のITベンチャー企業、Google社が設立された。スタンフォード大学で同級生だった創業者の若者２人は「世界中の情報を整理し、世界中の人々がアクセスできて使えるようにすること」を志し、会社の経営方針に掲げたという。途方もない野望にも聞こえるが、実際、現代社会は本当にその通りとなっている。　アジアに目を向ければ、1997年に起きた通貨危機の影響で、翌年1998年はアジア5カ国がマイナス成長となった。私自身、その当時マレーシアの首都クアラルンプールに住んでいたため、アジア通貨危機の打撃を明確に記憶している。ちなみに、その時期の日本はどうだったか。日本銀行が政策金利を引き下げ、円が急騰した。そして日本を代表する長期信用銀行が破綻し、日本はそれまでに経験したことのない金融不安の時代に突入していた。後に失われた20年といわれる混迷の時代である。　そのような大変な時に、CHUO国際教育フォーラムは始まった。グローバル化が加速する時代を目前にして、グローバル人材を育てるイニシアチブが東北の「盛り上がり栄える岡」の地で始まったのだ。その志を察するだけで、胸が熱くならないだろうか。Google社と歩みを共にしたこの20年間で、盛岡中央高校は数多くの教育改革に取り組み、岩手県を代表する優秀な卒業生を世に輩出してきた。当時18歳で卒業した初々しい若者たちも今では40歳目前となる。CHUO国際教育フォーラムを体験した若者たちは、今では現代社会を支えるグローバル人材として各方面で活躍しているに違いない。もちろん、生徒だけではない。1998年当時に新任の新人教師だった者は、今ではもう40代のベテラン教師となり、岩手県、そして日本全国の教育界においてリーダーシップを発揮しているに違いない。　教育には夢がある。経済は失われた20年だったかもしれないが、「盛り上がり栄える岡」の人間つくり20年の歴史には失われたものなど何もないはずだ。そして今、CHUO国際教育フォーラムの次なる20年への挑戦が始まった。同フォーラムは、世界5大陸から毎年20カ国に及ぶ国籍の教師と生徒を集める力を持っている。今後も魅力あるコンテンツを開発していこうではないか。過去20年と同じことを繰り返すのでは途中で息切れしてしまって、次の20年間を走り続けることは難しいだろう。20周年を迎えることができたからこそ、あえて過去20年の功績はここでいったん捨てよう。これからの20年間、第２創業期を迎えたCHUO国際教育フォーラムにこれからも注目していきたい。EXCELSIOR vol.20 ◆ CHUO国際教育フォーラム20回記念号107
