Quality education is probably more important now than at any time in the past. It is probably unnecessary to go into detail about this. Educational administration is in disorder and there have been many incidents involving misconduct on the part of teachers. In the middle of this breakdown of morality in the field of education, it was important to hold the teachers’ roundtable at the forum, which was attended by teachers from around the world. I am sure that the roundtable was a good opportunity for teachers to reflect upon and to improve their conduct as educators of young people.A teacher from Australia who represented the teachers from Chuo’s sister schools and I talked at the forum about what we accomplished at the roundtable. I think that we did a good job of informing students and their parents about the roundtable and what we did there.I have been the facilitator of the roundtable for two years now and I have noticed that educators around the world face similar issues. I also must admit that Japan is far behind other countries in terms of devising measures to deal with these issues. I feel that this is a crisis for Japan.The theme of the roundtable - “Creating an Ideal School” - was based on the keynote speech at last year’s forum. At the roundtable, the teachers presented rst and told each other what they are doing in their countries to work towards their goals. One person from each group then summarized the groups’ comments – which were related to 6 items, including curriculum and extra-curricular activities - and shared a summary of their groups’ main ideas with everyone in attendance. The teachers all discussed these matters very seriously, and it looked like other teachers gained many good ideas as they listened to each other.In contrast to this lively discussion by teachers from our sister schools around the world, the teachers from Japan seemed to come up short in terms of actively participating the discussion, offering new ideas, coming up with creative solutions, thinking critically about the issues, and discussing the issues in a professional, productive, and mature manner. There is a need for fundamental change to the roundtable, in order to meet the expectations of the teachers from around the world. I have felt this strongly over the 2 years for which I have been the facilitator of the roundtable. I hope that next year’s roundtable will be much improved. おそらく過去のどの時代よりも、今、教育の現場では「教員の質」が問われている。詳しくは言うまでもあるまい。教育行政は混乱し、教員の不祥事が全国で相次いでいるからだ。教育現場のモラルハザードが崩壊しかねない状況がある中で、CHUO国際教育フォーラムが、このタイミングで世界の姉妹校とともに実施する教員研修会には大きな意味がある。教員が、自ら襟を正す良い機会になったに違いない。 教員研修会の成果は、姉妹校を代表してオーストラリアの教員から、そして講師を務めた私からもCHUO国際教育フォーラムの会場で報告をした。生徒や保護者に対して、教員研修会の存在を広く知ってもらうことになったと思う。 昨年の第20回記念フォーラムと今年の第21回フォーラムにわたり、私は2年連続で研修会の講師を務めたが、世界各地の教育の現場で教員が向き合う課題には多くの共通点があることに気づかされた。反面、様々な共通した課題に対する対策においては、日本が大きく立ち遅れていることも実感せざるを得なかった。このことには危機感を感じている。 教員研修会のテーマは、前年に行われたフォーラムの基調講演で提示された「理想の学校作り」の実践についてであり、世界各地から具体的な実践報告を聞くところから始まった。カリキュラムや課外活動等、6つの項目において具体的な「理想の学校作り」への取り組みの成果と課題について整理し、その内容を互いに共有した。教員一人ひとりの目は真剣であり、他者のコメントから多くのヒントを得ている様子が見て取れた。 世界各地から集まった姉妹校の教員が突っ込んだ議論を深めていた中で、日本の教員が積極的に議論の輪に入れたかどうか、新鮮な話題を提供し、クリエイティブな対案を示し、時に批判的思考をもって議論するなど、プロフェッショナルらしい生産的で成熟した議論が生まれたのかどうか、この点には課題が残る。世界各地から参加する教員の期待に応えるためには、現状の教員研修会には抜本的な改革が必要である。2年連続で講師を担当して、それを強く実感した。次年度の教員研修会が大きく進化できるかどうか、今後も注目したい。Reections on Teachers’ Roundtable at the CHUO International Education ForumCHUO国際教育フォーラム教員研修会の意義Toshiaki Komatsu, Professor at Tokyo University of Marine Science and Technology東京海洋大学グローバル教育研究推進機構 教授 小松 俊明IMPRESSION● 感 想EXCELSIOR vol.2164
