1.Firstly, I would like to congratulate Morioka Chuo High School for holding the 21st CHUO International Education Forum. I attended this forum every year when I was President of Iwate Prefectural University, and I clearly remember the student presentations which were given in English. I also remember being surprised at the orderly and respectful manner in which Morioka Chuo students stood to listen to my one-hour speech in the gym. I asked their teachers to have them sit down, and I clearly recall watching them as they listened to my lecture. I think that it is wonderful that Morioka Chuo High School focuses on both studies and sports – sending out graduates who are active both in the world of sports and in global organizations – and I hope that this school will continue to do so.2.I myself also believe that it is important to educate students to be active on the global stage, so I established the Nitobe International School in Iwate. We started our 11th year of classes on August 3 of this year, which several students from Morioka Chuo High School attended.3.The reason why I started the Nitobe International School in Iwate is due to my life experience. Unlike the students here, I did not grow up in a peaceful era. I grew up during World War II and was forced to stop studying at school when I was in the 2nd year of middle school because of student mobilization for the war effort. I was sent to work as a lathe operator in the Osaka Artillery Factory, where I worked for 2 years until the end of the war on August 15, 1945. On August 14 – the day before the end of the war – the factory was destroyed by carpet bombing by American B29s, and I almost died. I will never forget this experience, as it showed me the true face of war. It led me to the belief that Japan must never ght in a war again. 4.Even though I had to go through these dark times １. まず最初に岩手県の伝統ある盛岡中央高等学校が第21回国際教育フォーラムを開催されることに心からお祝いを申し上げます。私は岩手県立大学の学長をさせていただいた時に、毎年盛岡中央高等学校を訪問させていただき、英語で講演した事をよく覚えています。そして盛岡中央高等学校の生徒さんは規律正しく、礼儀正しく、体育館で立ったまま、私の１時間程の講演を受けるのに驚きました。そこで先生にお願いして座って私の授業を受けるようになったことを今でも鮮明に覚えています。盛岡中央高等学校は文武両道で、グローバル人材を養成し、またスポーツでも海外で活躍する人材を輩出しておられることは素晴らしいことでこの伝統はますます発展させて下さるよう期待しています。２. 私もこれからの日本はグローバル人材の育成が必要だとの信念から、岩手県で「新渡戸国際塾」を設立し、去る８月３日に第11回目の塾を開催し、盛岡中央高等学校からも数名の生徒さんに参加していただきました。３. 私のように全く岩手県に関係のなかった人間が岩手県で「新渡戸国際塾」をはじめたのは次のような私の経験にもとづいています。 私は皆さんのように平和で恵まれた時代に育ったわけではありません。私は第二次世界大戦中では旧制中学の２年生の中頃から２年近く学徒動員で、1945年８月15日の終戦の日まで大阪砲兵工廠で日夜旋盤工として働き、とても勉強どころではありませんでした。そして終戦の前日の８月14日には、大阪砲兵工廠は米軍の爆撃機Ｂ29の絨毯爆撃により壊滅的被害を受け、“九死に一生”を得ました。これは私にとって一生忘れ難い経験であり、戦争とはこういうもので日本は二度と戦争をしてはいけないという私の信念の原点はこの経験に基づいております。４. このような暗い少年時代を過ごさざるを得なかったにも拘らず、私は本来性格的に楽観的で常に「夢と希望」をもっていました。私の夢は岩手県の生んだ新渡戸稲造さんのように国際的に活躍したいということでした。新渡戸さんは当時の国際連盟（the League of Nations）の日本人初代の事務次長My Hopes for the Young People Here Today- Hold on to Your Dreams and Aspirations -「若い諸君への期待」 – 夢と希望をもとう –Makoto Taniguchi, Special Educational Advisor to Morioka Chuo High School and Head of Nitobe International School, Former Ambassador to the United Nations and President of Iwate Prefectural UniversitySPECIAL ADDRESS● 特別講演盛岡中央高等学校特別教育顧問・新渡戸国際塾塾長 元国連大使・元岩手県立大学学長 谷口 誠EXCELSIOR vol.2166
