“Think Globally, Act Locally” was a phrase coined by Rene Dubos, an American environmentalist in the 1960s. “Think on a global scale, act in your community”, was said in a speech by Mikio Takagi of the Nichinoken educational training company at the UNESCO World Conference for Sustainable Development held in Japan in 2014.I think that we can find truth by thinking deeply, and on a global scale, about the future and about matters such as peace for humanity. When dealing with issues such as the happiness of all people on the earth, thinking globally leads to balanced and useful decisions.However, when it is time to take action, we cannot start out on a global scale. We need to start at the place we are – in our studies and work – and achieve some results. If we only think dreamily about the world and pay no attention to reality, we will not accomplish anything. We need to start out with small actions, and then move on to bigger things. If we continue to do this, we will soon be able to change the world. Young people have the ability to do this. The world is waiting for great people who can accomplish great things.I would like to extend a very warm welcome to everyone present today – the teachers and students from 15 countries and regions, our guests from Iwate and other prefectures, and parents of students. I greatly appreciate your coming to the 21st Chuo International Education Forum.I would also like to thank the Japanese Foreign Ministry, the Embassies of the countries and regions where our sister schools are located, and the Iwate Prefecture and Morioka City Boards of Education for sponsoring this event.This forum has been held every year since 1999, and this year is a special 21st Forum. We have been able to hold the forum so many years due entirely to the support of everyone at our sister schools, the 「シンク・グローバリー、アクト・ローカリー」ということばは、1960年代にアメリカの環境学者ルネ・デュボス（1901～1982）が提唱したとされています。「地球規模で考え、地域で行動せよ」というスローガンは、2014年に日本で開催された「持続発展教育（ＥＳＤ）に関するユネスコ世界会議」で日能研の高木幹夫代表もお話しされています。 思考する・思索する、頭の中で考える、未来とか人類の平和を願うなど、世界全体のスケールで考えることから本当の真理が見いだされるものと思います。全人類の幸せというような問題も、大きな立場から考えていくことによりバランスのとれた、自分も他の多くの人も納得できる結論を見いだすことができるようになります。 しかし、具体的なこととなると、いきなり世界的な規模でということにはなりません。世界を意識しながらも、今の自分のいるところで、勉強や仕事などで何らかの成果を出していかなければなりません。世界を夢見るあまり現実をおろそかにすると、悲惨な結果になってしまいます。一つ一つ行動を積み重ね、成功を体験することで次のより大きな立場での挑戦につながります。それを繰り返すことで、やがては世界を動かす立場になることもあるでしょう。若い皆さんはその可能性を持っています。世界はそのような大きなスケールの人物を待っています。 さて、本日はお招きいたしました世界15の国と地域の先生と生徒の皆様、そして県内外のご来賓の皆様方、保護者の皆様方、ようこそ盛岡中央高等学校の第21回CHUO国際教育フォーラムにお出でくださいました。ありがとうございます。心から歓迎申し上げます。 また、今回のフォーラム開催にあたりましては、日本国外務省、海外から参加国の大使館をはじめ岩手県教育委員会並びに盛岡市教育委員会などからのご後援を得て開催できますことをたいへんうれしく思っておりますとともに厚く御礼申し上げます。 このフォーラムは、1999年から毎年開催しており、今回は第21回の開催となります。20年以上の長きに渡り継続できましたのも、偏に姉妹校の皆様、多くの関係者の皆様、地域の支えがあったればこそと深く感謝申し上げます。Think Globally, Act Locally – Transforming Our World Usingthe Sustainable Development Goals「地球規模で考え、地域に貢献しよう。-the SDGsを活用し世界を変えよう-」Kenji Chiba, Principal of Morioka Chuo High SchoolWELCOME ADDRESS● ご挨拶盛岡中央高等学校 校長 千葉 研二EXCELSIOR vol.215
